Delay is the most …
Delay is the most important pedal to get for dreampop. You can use lots of reverb too. Chorus can add a lot to the sound as well.
It all depends on your budget and what you want. You could go with a couple Boss pedals, or a digital processor, or you could get upper end handmade boutique analog pedals. But, delay, reverb, and chorus are a good start, no matter which direction you go.
